What if the broadcast spectrum were not really a scarce resource? What would change? Of course, change is probably impossible because regulators become captured by the industries they purport to regulate. Maybe legislators should have their staff read "The Theory of Economic Regulation," published in 1971 by Nobel laureate George Stigler and the later empirical research validating his thesis.
